How Can I Refer My Child?

Infants and toddlers who live in New York City may qualify for the Early Intervention Program (EIP) if they:

  • Are from birth to three years old, and
  • Have a diagnosed physical or mental condition likely to result in a developmental delay, or
  • Are suspected of having a developmental delay or disability.

Eligible children will receive an evaluation to determine if they qualify for the Early Intervention Program.

What if My Child Is Not Eligible?

Not every child with delays qualifies for the Early Intervention Program. If your child has been evaluated and found ineligible, or is considered at risk of developing delays, your family may choose to enroll in the Early Intervention Developmental Monitoring Program at no cost.

Service Coordinator Assignment

A service coordinator will be assigned to your family. They will explain how the program works and help you select an approved evaluation agency.

IFSP Development

If the evaluation determines eligibility, an Individualized Family Service Plan (IFSP) will be developed. This plan outlines goals tailored to your child's developmental needs.

Specialists Begin Working

Licensed and certified early intervention specialists (teachers and therapists) will begin working with your child and family to encourage learning through everyday routines.

Ongoing Support

The service coordinator will continue to support your family, making sure services are effective and aligned with your goals.

Who Pays for Services?

  • Health insurance (including private insurance and Medicaid) may be used to cover early intervention services.
  • Early Intervention Program services must be provided at no cost to you and will not affect your insurance coverage.
  • If services are delivered in child care or community settings that charge a fee, parents are responsible for those specific access costs.
